In everyday life, everyone plays a role as an economic actor. From households, producers, and the government to foreign entities—all are involved in interconnected economic processes. This article will explore the behavior of consumers and producers, as well as the roles of other economic actors within the economic system.


1. Household Consumers

Household consumers are the smallest economic units consisting of individuals or families. They have two main roles in economic activities:

  • As Consumers, they purchase goods and services to fulfill daily needs.
  • As Providers of Production Factors, they offer labor, land, and capital to producers or companies.

The income received from these factors of production is used for consumption, paying taxes, and partly saved in financial institutions. These savings are then re-used in the economy through loans or investments.

Characteristics of Household Consumers:

  1. Owners of production factors such as land, labor, and capital.
  2. Receive income from production factors (wages, rent, interest).
  3. Consume goods and services.
  4. Save part of their income.
  5. Serve as the primary drivers of demand in the market.

2. Household Producers

Producers or businesses are economic actors that produce goods and services. Their goals may vary—from generating profit (private companies) to serving the public (state-owned enterprises).

Characteristics of Producers:

  • Rent production factors from households.
  • Use resources to create goods and services.
  • Sell their products to consumers.
  • Pay taxes to the government.
  • Reinvest profits into production rather than saving.

Examples of state-owned enterprises in Indonesia: PT PLN, PT Telkom, PT Kereta Api Indonesia.


3. The Government's Role in the Economy

According to Article 33 of the 1945 Constitution, the government plays a crucial role in regulating and managing vital production sectors for the welfare of the people.

Government Roles:

  • Develop and maintain public infrastructure (roads, bridges, parks).
  • Set policies on prices and taxes.
  • Provide social assistance and subsidies (transfer payments).
  • Establish and manage state-owned enterprises.
  • Implement the national budget (APBN) for public welfare.

Government revenue comes from taxes, SOE profits, foreign loans, and other sources. These funds are used to finance public spending and development.


4. Foreign Sector

The foreign sector is a key player in today’s global economy. Not all goods can be produced domestically, which makes international trade essential.

Roles of the Foreign Sector:

  • Provide goods that cannot be efficiently produced locally.
  • Serve as an export market for domestic products (e.g., agriculture, crafts).
  • Influence the trade balance through imports and exports.
  • Bring foreign currency into the country.

5. The Roles of Economic Actors

a. Consumers:

  • Use goods and services to meet daily needs.
  • Influence what kinds of products are produced.
  • Support consumer protection movements (e.g., YLKI, price controls).

b. Producers:

  • Manufacture goods and services to meet market demand.
  • Contribute to the Gross Domestic Product (GDP).
  • Use production factors from households.
  • Influence economic policy.
  • Ensure smooth distribution of goods and services.
  • Pay wages and income to the public.

c. Government:

  • Consume and produce goods and services.
  • Build infrastructure and regulate economic activity.
  • Collect taxes for state financing.
  • Protect consumers and producers through laws.
  • Regulate exports and imports.
  • Manage the national budget for the benefit of the people.
